cannot install windows XP Professional

I cannot install windows XP professional. It says Setup cannot copy
E:\1386\mfc42.dll to c:\windows\setup\mfc42.dll

AND

setup cannot copy E:\1386\migisol.exe to c:\windows\setup\migisol.exe

PLUS

setup canot continue. contact microsoft tech support. Error: 599FF5ch

I called the technical support but she told me that there is no longer a
support service for windows 98 which is what I am using now. She said I
would have to pay $35 for support, so I thought I'd try this first...
