Cannot log into WLM

When I try to log into WLM I get the Error Code 81000306.

My IT guy (after laughing at me) told me he is too busy to fix this but it
is something easy to find and fix. I have no idea what he means and he won't
elaborate on it!!

Can anyone shed light on this one? I do not have access to change the
settings on the firewall/ proxy server but he said I don't need it to fix
this problem.

I am very confused......

Any help would be greatly appreciated.

if you can get on to the internet but can't connect to WLM, it's likely the
server port responsible are not available.
