Do you have inetcpl.cpl (preferably in %windir%\System32)?
If so, what version is it? What version of iexplore.exe do you have?
E.g. open IE and use Alt-H,A.

If both have the same version you can try Run... (e.g. press Win-R
and enter

control.exe inetcpl.cpl
