Cannot open user accounts page

I have cleaned out viruses, et all from my PC and now cannot get into the
User Accounts screen from the control panel. I am running Windows XP SP1.

I searched Google and found a few references but no actual solutions to this
problem.

You have "cleaned out" a lot more than viruses 8-)

Who knows what else is broken, I suggest you do a repair install of XP
also you really need to upgrade to SP2 while you are at it. A repair
install will leave your files and applications intact but I would also
advise you copy your personal files out to a CD / DVD before you go
any further.

This machine belongs to a customer of mine. It was built as a white box by a
technician. Apparently he used a crippled version of Windows or a special
version from Microsoft under a special licensing program. Anyway it was
crippled and lacking updates capability. This is a poor practice on the part
of this technician.

Anyway, the customer decided to buy a new copy of Windows XP Home. My
problem now is that Home will not update over Professional. I guess I will
have to reinstall all of the applications if I can find the CDs.

Yeah I think a re-format / re-install is certainly needed here. You
can't back up the apps on their own without backing up the corrupt OS
as well, you need the original installers. Why don't you go and
re-format the technician?

If I could find him, I would. My customer says he was a bit of a flake but
highly intelligent. Which explains how he was able to cripple the OS.

Every day I am finding things that are blocked. E.g. The Add/Delete Programs
is disabled in the Control Panel.
