Cannot "pin icons" to start menu

In windows vista (Home Premium) I cannot "pin icons" to the start menu. I go
through the process but there are no progams there when I click on start. I
am also not able to unlock the task bar either - not sure if the two are
connected. I can create short cuts on the desk top without any problems.
Its a new computer and I have full adminstrator rights. Any ideas anyone?
