cannot receive email Windows Vista

I used my new computer for 2 days-received and sent emails fine. Now cannot receive emails. Error reads:
The connection to the server has failed. Account 'mail.bellsouth.net', Server: 'mail.bellsouth.net' Protocol POP3 Port 995 Secure (SSL) Yes, Socket Error: 10060, Error number OX800CCCOE
