This winsrv problem's been around for many years
There's a new option in Advanced Options Menu <F8>
- Disable Automatic Restart on System Failure -
to avoid continuous reboot cycle
Then you can read the blue-screen & research STOP error

Try
1. Within recovery console (first R on XP CD boot) run C:\chkdsk /r -- then
reboot
2. copying winsrv.dll (expand from CD - look it up) from within recovery
console - if it's just a corrupt file
3. repair install (2nd R on XP CD boot) - if, more than likely, it's a
corrupt registry.
Repair Install (look it up) keeps all your settings & programs, but you will
need to rerun all updates - and SP2 is the fastest way to do all that
