Cannot run any applications after SP2 install

After applying the SP2 the PC is unable to start any applications, including
task manager, command prompt, etc. The system gets unstable, and proper shut
down is not possible - it hangs when saving the profile. It is possible to
uninstall the SP2 from safe mode and the system works fine afterwords. The
problem is that it is not possible to trace any faults when not able to start
any programs.
The problem is consistens, as have not tried 3 times to install the SP2 with
same result.
Any good suggestions?
