Cannot run any system programs, install files.

I am constantly getting this exact error:

"File system error: (-1073741790)"
The dialog header is a location to the .exe file im trying to execute

- I cannot download a file .exe and run it
- Running turn on/off firewall causes the error
- Going start/accessories/cmd prompt run as administrator causes the error.
Any type of system file or new .exe file i download causes this error. I
cannot change anything on my pc.

I am getting this same error no matter what I try to open. Did you
ever get a solution for this?
