Cannot start conversation

Whenever I try to start a conversation from my office computer, this message
will appeared.

"The following message could not be delivered because you have exceeded the
maximum number of messages per minute. Please try again later."

But I am able to reply if someone will to start the conversation with me.
There again, I cannot wait too long to reply or I get that same messag again.

However from home, I never have this problem.

i cant start conversation with my friends
