Cannot Start Routing And Remote Access

I simply cannot get this service to start. I was using it to VPN my
Palm Centro to my home machine, but since SP1 it just will not start. I
have followed every KB article I could find and Googled for a couple of
days, nothing. I have tried disabling all services and startup items
except MS items, still will not start.

In addition to the errors below, this also appears in the event log:
"Unable to load C:\Windows\System32\iprtrmgr.dll."

The file exists and the permissions are correct, it is read/writeable
by the system. In addition, there are two other files that the KB told
me to check, both exist in the correct locations and have the correct
permissions.

Anyone have this error before?
