Cannot succesfully install Windows Installer 3.1

Always getting error in Windows Update screen. WU only selects Windows
Installer 3.1, it downloads to my pc but will not run or install. i located
it in the control panel and removed it then re-ran and still same effect on
second attempt. It always erros "The following update was not installed"
Microsoft Windows Installer 3.1.
i also located the file online and downloaded the setup file. Nothing
happens when I click on it. It thinks about it for a moment then stops. I am
trying to get to Windows XP SP2 from SP1. Can't get past this Winstaller 3.1
problem. I ordered the SP2 CD, but now need to wait 6 weeks. any help out
there?

Good move on ordering the SP2. With problems inherent in Windows XP, it's
good to have it on hand.
I'd make a CD copy of it when I receive it, and/or copy to disk.

ANd don't buy the 6 week wait, I've ordered one each for my sisters, aunt
and uncle, as well as myself I had the disk within a week.
