cannot turn firewall off

I have tried to send pictures through outlook express and I cannot do it.
the message they get is that the pictures are behind a firewall, so I am
trying to turn it off but it says "due to an unidentified problem, windos
cannot display windos firewall settings". Does anyone know how to fix this
problem.
