Cannot update due to regulation, either automatic or manual

Several attempts to manual update all fail after many minutes with inch worms
crawling back and forth, the inch worms "freeze", and then eventually the
center part of the screen "clears" (goes completely white), without any error
message.

Left computer on all last night, it did not update.

Windowsupdate.log contains numerous "Update is not allowed to download due
to regulation" entries. Timestamps show that these are during the times I am
trying to manually update, as well as 3 AM during my automatic update time.

According to MSDN article 910340, the resolution for this exact problem for
automatic updates is to manually update. But I get the log entries during
both automatic and manual updates. If this is expected behavior, perhaps
someone should update the MSDN article.

Any suggestions?

Hi,
If Windowsupdate.log has similar entry below:
Date Time 1304 fb0 DnldMgr
* Update is not allowed to download due to regulation.

MS has article on the above at http://support.microsoft.com/?kbid=910340
"CAUSE
During periods of heavy download traffic, the Automatic Updates service can
reschedule download requests on a day-to-day basis. This rescheduling can
occur over several days."

Your options:
1. Wait for Automatic Updates to resume; or
2. Go to Microsoft Update website. Select "Custom" to scan the system and
install the provided security updates or non-security updates; or

I'm having the problem with my Microsoft Manual Update that the processor
uses all of my available resources and nothing is left for SystemIdle. If I
"End Process" up comes "svchost.exe" and takes over ALL available resources.
Is this because Microsoft's update website is soooooo busy!?! Any suggestions
anyone?

Boy - this has become a real issue for my laptop. I've disabled the
'Automatic Update' since it uses all my resources, especially when I get to a
client and boot-up - I just can't get a program in edgewise! I've tried the
download upgrade for '927891' suggested by Donna but when I ran the 'Express'
update, the iexplore.exe was utilizing ALL available resources and sat with
the 'greenworm' munching away for over 2 hours?!? I needed to perform an 'End
Process' to get my processing power back - thank goodnes I had opened 'Task
Manager' prior to starting the Update. I'll try the SVCHOST update link you
quoted.

Absent any Errors in your windowsupdate.log, you may be seeing a delay
caused by excessive demand on the servers. It can take up to 7 days for all
Automatic Update users to get new updates when so many have been released.

You can try downloading/installing the updates via Windows/Microsoft Update:
Understand that by doing so, you're pushing all the Automatic Updates users
further back in the queue (which may explain, at least in part, why
Automatic Updates hasn't brought them in for you yet).
