Ok, some users have solved this issue re-registering the related files
with Cryptographic service, but... it could be caused for other
reasons... can you post the related part containg error in the
windowsupdate.log .
(start / run / and type %windir%\windowsupdate.log)
also post the output of this file
%windir%\softwareDistribution\ReportingEvents.log
