We have been unable to use windows update as a result of the BITS file
(Background intelligence Transfer) showing stopped. The file is enabled but
for some reason I cannot get it to start. As a last resort I guess a reload
of windows xp is an option but if someone can offer some suggestion as to
what to do to get the BITS file started I would be most appreciative.

I'm going to give you a response that should cover most bases. It is not
mine - but it may do the trick for you...
(It covers a lot of bases.)

Reboot your computer and have nothing open before you start the steps....
Just log in and follow them, then when it has you rebooting - first thing
you should try is visiting http://windowsupdate.microsoft.com/ and seeing
what happens (in Internet Explorer.) Please come back and report!

When you try to start BITS, do you get an error ... or is there an error in
Event Viewer logs?

Same problem here... I used the registry.bat and it allowed me to update.
When I restarted, same problem. Is there a fix so I do not have to do
this every time? I had installed the hotfix for enabling WPA2 (got it
working, finally. Actually easier in Linux) but should have the only way
I think that may have affected anything is the ActiveX verification
garbage and the Validation process. My copy is legit so.... Anyway, any
insight into this would be great. Hmmm, Should I enable Auto-update in
the security center? I have always done my updates by myself, but the
update message 'sez it wants it on automatic.

Thanks

Have you checked the following registry key:

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\SvcHost

In right panel, double-click on netsvcs and see if BITS is in the list (as
well as wuauserv).
