You're right. It looks as if the code was once documented but now isn't.

Unfortunately Google web search doesn't have an earlier cached version of
this but does give the same hit.
Other hits from the same search suggest that the problem may have to do with
permissions. In that case I would try running ProcMon to trace what leads
up to the issuance of the code. The same ProcMon trace would expose
whatever diagnostics you are already getting. E.g. there may already be
supplementary clues in the Messenger troubleshooting log.
