Can't access DVD-RW in Vista Business

I get the message titled Format Disk that says "You do not have sufficient
rights to perform this operation" when I insert a blank dvd+r and try to
click on the drive letter in Explorer or try to copy files to the drive. If
I put in a dvd-rw that has files on it, it won't show the existing files and
says to drag files to it for recording. I am really close to going back to
XP with this last straw. Thanks for any help.
