Can't access Internet after install of KB 939653

I am using Win XP Home sp2, IE7

I just did a windows update and after the install and restart my IE
fails to load any pages.

I then removed the update: kb 939653 then restarted my laptop and
everything works fine. However windows update still wants me to
download the file.

Any ideas of what I can do?

Try *temporarily* disabling your anti-virus application and any anti-spyware
applications' real-time protection before installing 939653.

What Norton application might be installed?

Any resolution to this problem? I've got a friend who is trying to
work through it, and we still haven't figured out how to fix it.
