Can't add Pictures folder in Windows Photo Gallery

The Picture folder is not in the Windows Photo Gallery. When I go to File,
and Add folder, i get error message that "Pictures" is a system folder and
can't be moved???
I have to move files to another photo folder which I created to use the
Gallery..
If I add pictures to Picture foler, it won't show in Gallery.
Any suggestions.?
