Can't add windows sidebar gadgets

I am the administrator on this machine. Windows Vista Business on
corporate network. I tried the solutions offered in an earlier pos
namely: configuration./Admin.Templ./ Win Components/Windows Sideba
"Disable unpacking and installation of gadgets that are no
digitally signed." to disabled and "turn off user installed gadgets" t
disable
After restarting the machine I still cannot install gadgets messag
"Can only be installed by system administrator.

Any suggestions would be appreciated
