No, there is no way around this - which is A Good Thing. XP allowed you to
run active wallpapers because it had the Active Desktop feature. Active
Desktop was a terrible security hole and portal for malware. Therefore that
feature was purposely left out of Vista.
Downloading screensavers and wallpaper from dodgy sites is one of the very
common ways Windows machines become infected. Be very careful where you get
Desktop decorations.
