Can't change my wallpaper in Vista.

I can't change the wallpaper in Vista.

When I go to Personalization>Desktop Background, I get the following
message. "Failed to load page. Please return to Controll Panel to
change your background."

I downloaded the registry key change recomendation in the following
topic
http://groups.google.com/group/micro...f89ef02213ebb6

Downloading the registry key worked to no avail. I still change change
the wall paper.

Any help will be appreciated.
