If you are on a company network the system administrator has stopped your
changes using a group policy. Nothing you can do to correct this except see
the system administrator to give you permission to change the screen. If
you are on a standalone computer you probably have to do the change from an
administrator logon for your computer.
Let us know what version of Vista and if on any kind of network.
