Can't change theme !?

Hello

I have downloaded a theme but i can't install it.
When I double click on the file it says: (translated from danish)
"The systemadministrator has deactivated start of Screen settings in
control panel."

And I can't find "Themes" under Appearance and personalization.

What to do?

If you are on a company network the system administrator has stopped your
changes using a group policy. Nothing you can do to correct this except see
the system administrator to give you permission to change the screen. If
you are on a standalone computer you probably have to do the change from an
administrator logon for your computer.

Let us know what version of Vista and if on any kind of network.

Vista Home Premium 64 bit
Stand alone computer.

But i got it working by installing some uxtheme files. But it deleted a
lot of my documents, pictures etc., so I did a recovery of my computer
instead.

Is there another way I can do it?
By installing some programs?
