I don't know how you got stuck on AUOption 4.
Try OFF (no automatic updates) via regedit:
[HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\Curr entVersion\WindowsUpdate\Auto Update]
"AUOptions"=dword:00000001
"ResetAU"=dword:00000001
"ConfigVer"=dword:00000001
That may cause security center to reconsider locking you out,
and return access to AUOptions 2(notify) and 3(download only).
