"Can't copy tabletoc.dll"

When the install of sp2 is coping files, it stops at this file. It offers a
dialog to point to where the file is. The default location offered in the
dialog is always: {blah-blah-blah}\ip, which is where the file is. I can open
an explorer and check there and the file is there. The update program never
seems to complain about where it is trying to copy to, its complaining about
the source of the file which it already has right in the dialog that aloows
you to locate the file.
Here are things I've done to try to allievate problem with no success:
1) Made sure I was reunning the install from an administrator account.
2) Made sure I had space on the destination drive (30gb free).
3) Downloaded update again.
4) Downloaded and attempted install of the cd version for install on
multiple machines.
5) Tried to install in safe mode.

All paths have led to the same result: can't copy tabletoc.dll. The install
does not want to proceed without this file.

Machine is an 1133mhz AMD Athlon processor running XP Pro.

I have the same problem and don't seem to be able to find an answer either.
Running on a Pentium II at 400 MHz using an Award BIOS v4.51PG. I am about to
upgrade the BIOS and the CPU but I am not excited about doing those things
with outstanding errors. Has anyone else seen the problem?
