Can't Create Restore Points

I've lost the ability to create restore points. It's not turned on or off.
It just doesn't work. I tried to create a dual boot system with Vista and
XP. It wasn't working, so I got rid of everything I had tried to do,
including the new partition on the new drive. I may have deleted something
in the process, but I can't figure out how to get it back. I may have to
reinstall, but would prefer not to, since I would have to reinstall all the
new software. Any suggestions???

Turn off restore, and restart, then turn it back on and make a point.

I can't turn restore on OR off. When I go to the system restore box, it
looks for previous points, and just hangs. All the boxes are whited out so I
can't access anything. I've tried to start system restore from a command
prompt using rstrui.exe with no success.

Some Windows Vista functions may not work, or Windows Vista may stop
