Cant delete a file...WTF?

There is a start menu -> programs item that has been uninstalled, but
when I try to delete the menu item it says "You need permission to
perform this action." Ive given myself full control of the menu item
and all subfolders and files. Still wont budge. Any ideas?

Try deleting any subfolders and their content first, of the menu item, then
the main item/folder.
Or, right click the Start Orb/Open All Users, and see if you can delete it
from there.

And how did you give yourself full permission. Can you tell us how you did it.

Did you take control of the file and tried to delete it in safe mode. See the below MS-KB it Applies to Vista also

I had this issue with a restored backup directory. Here's what you have to
do:

Log in as the administrator
Right click the folder/file in question and select Properties
Go to the Security tab and select Advanced
Click the Owner tab, followed by selecting Edit
If this is a folder you are trying to delete; Turn on the tick box named
'Replace owner on subcontainers and objects' at the bottom of the window
Select 'Other users or groups...'
Within the text area, type the user (account) name that you wish to give
control to; e.g. Administrator
To ensure the correct format has been entered, select 'Check Names'. This
will fix any address error for the account.
Select Ok
Within the 'Change owner to:' list, select the user account that you are
wanting to give ownership to.
Select Ok, you will now see a security message telling you of the ownership
changes.
Select Ok on all windows to save the changes.

You should now be able to delete the file or folder.

Unbelievable! (shaking my head)

How the heck does Microsoft expect a "casual user" to be able to get
rid of these types of files/folders? It's not an easy or
straightforward process for anyone but computer savvy persons.

I don't know... my main computer is running Vista Business but I kept
all of the others on XP Pro (I have three desktops and two laptops).
Up to now, although I like Vista's "candy", I am not at all impressed
at the numerous compatibility problems I have encountered (including
AV/AS, iTunes, etc.), UAC (a troublesome troublemaker... I turned it
off) or this "quasi-esoteric" file/folder deletion process for these
useless but locked files. The more I look at this, the less I am
impressed and for the first time since Windows ME (ok, I said the same
about Windows BOB), I am recommending to anyone I can NOT to move to
Vista if at all possible.
