By brother (without internet connection) has called. Windows Vista Home
Premium. SP1. No other updates as there is no internet.

He has completely filled his USB backup drive and his C: drive. He is
attempting to delete an older backup folder from the USB drive. Even when he
holds the Shift key down and presses the Delete key he receives a message
that there isn't enough space to perform this operation.

What now?

Look for a program called unlocker, install that then right click on the
file he wants to delete and go from there. If that doesn't work compress the
drive delete the files he wants to then uncompress the drive.

Rich,

Aren't backup folders already compressed?

It depends on how they were backed up!

This is what you get for using Vista.
You would not have problems under WindowsXP

Well then he needs to plug it into another machine, remove certain data &
move to another storage, and reinstall into that "full" computer again.

They were backed up using the Vista backup facility.
