Can't Delete $NtServicePackUninstall$ Folder

I am trying to copy the folder C:\Windows\$NtServicePackUninstall$ but I get
an error "Cannot copy [filename]: Access is denied". I first tried to burn to
CD. Then I tried copying the files to another folder so that I could copy
that folder to a CD but I get the same error. I have changed all registry
entries that refereence the folder so that they reference
D:\$NtServicePackUninstall$ instead. When I try to copy individual files, I
get the same message on each file except for those in the sub folder
spuninst. Those copy to the other folder just fine.
