Can't Display Hard Disk Drives Properties

PROBLEM
I can’t bring up the 'properties' of my hard drives.
I open 'Computer', right click a hard drive, select properties and nothing
happens!
I can bring up properties of CD Drives.
Selecting the hard drive and clicking the properties button also doesn’t work.

MY HARD DRIVES:
WDC WD2500JS-75NCB2 ATA, (C:, D: Partitioned), NTFS
C: - 174032MB
D: - 59577MB

ST332062 0A USB External Hard Drive, NTFS
I: - 305243MB

I am running Windows Vista Home Premium (updated from Windows XP Media
Center 2005)
The problem developed when I have Windows XP but the installation of Vista
hasn’t fixed it.
