Can't download DirectX 9.0

When I try downloading DirectX 9.0 about at the 50% point it says "DirectX
did not copy a required file." I tried to reinstall windows but that made the
problem worse because I erased all restore points. My restore disks dont seem
to be working either. Does anyone have any idea how this can be solved?
