Well I'm rather a novice at Vista, but in other versions of Windows, I'd
reboot into a Command Prompt of some sort and delete the Temporary Internet
Files folder. It gets rebuilt automatically. Because it certainly sounds
like it's misbehaving.
Just out of curiosity, how large is your TIF folder set to?
