can't download/install updates

For almost a year, I have not been able to download or install any updates.
The download seems to run but goes slow on the install and never seems to
finish the install. My cpu is going at 100% and I have to actually re-boot to
get back to normal running. I am running ME. I don't get any error messages.
I am over my head at this point. Can anybody suggest a course of action?
