can't download windows 98 upgrades

I am trying to download upgrades to window 98 but I can't. It keeps on saying
"network policy setting prevents you from using windows update download and
install updates on my computer".
What can I do as I have already turned off file and printer sharing?

You may need to manually make the Registry changes as listed in this
article:

I realize that isn't the exact error you are seeing, but there aren't many
references for issues of WU versus Win98. If the above doesn't fix the
problem, you may want to manually download/install the updates from the
Windows Update Catalog. If you have never used that before, here's a
