can't download windows update manager or office updates

I'm helping a friend update her computer -- she has Windows XP Home 2002 SP2
and office 2000. I can't download the update manager - it gives me this
message

Files required to use Windows Update are no longer registered or installed
on your computer. To continue:
Register or reinstall the files for me now (Recommended)
Let me read about more steps that might be required to solve the problem

if i select register or reinstall -- it just loops and gives same message,
if select more steps - it says no info available.

I have reviewed other discussions and did go to start, run, and entered the
various dll files recommend and it didn't work. Please help ASAP! I'm only
here for a short time.

I was able to download IE 7, but nothing else.

Manually download the Windows Update agent -
http://support.microsoft.com/kb/949104/

Save the file to a location you can find for example C:\Downloads
Click Start, click Run, click Browse, locate the file that you saved and
then click Open.
Add the /wuforce switch to the end of the run command, and then click OK.
For example, the run command may appear as the following:
"C:\Downloads\\WindowsUpdateAgent30-x86.exe" /wuforce
Click Run.
