I take it no one has any suggestions on my issue?

thats part of the problem. no matter if im on as admin or user with admin
rights..i can't turn on any servers that will allow me to use that task scheduler. Check that 'Windows Event Log' is on automatic too.The 'Task Scheduler'
service depends on that one. Put them both to automatic,and then do a reboot. the event is set to automatic. i have the ability to start and stop that.
but, it makes no difference. the task schedular wont budge. Try looking in Event Viewer for errors relating to Task Scheduler.
Start > eventvwr.msc If you can discover any error codes / messages, then that can help.
