I can't even install the validation tool

This is a major issue for me and it really sucks. Every time I use the
windows update site it wants me to install the Windows Genuine Advantage
Validation Tool (KB892130). It is already donloaded, or so it says. Every
time I try to install it it says the install has failed. I can't get on to
the site to download anything because this thing keeps stonewalling me. I am
running Windows 2000 by the way. Is that the problem??
