It looks like part of the steps are missing. The steps should look like
this.
To resolve this problem, make sure that the Automatic Updates service and
the Background Intelligent Transfer Service are both enabled and started. To
do this, follow these steps:
1.. Click Start, and then click Run.
2.. In the Open box, type services.msc , and then click OK.
3.. In the list of services, right-click Automatic Updates, and then click
Properties.
4.. In the Startup type list box, select Automatic, and then click Apply.
5.. If the Service status is "Stopped", click Start.
6.. Click OK.
7.. In the list of services, right-click Background Intelligent Transfer
Service, and then click Properties.
8.. In the Startup type list, select Manual, and then click Apply.
9.. If the Service status is "Stopped", click Start.
10.. Click OK, and then quit Services.
