Can't find Media Center

I have a desktop system that came pre-installed with Vista Home Premium.
Media Center is supposed to be a part of Home Premium. However, Media
Center is not to be found anywhere when I do Start - All Programs. How
do I start Media Center? Under XP there was a way to install additional
Windows components. I don't see an equivalent feature in Vista but if
there is a way to do that and check if the Media Center is installed I'd
like to know that as well.

It is not at the top of your Start Orb > All Programs list, above the program
folders (Windows Media Center, with a green icon)? Or on your Quick Launch
toolbar?

No it is not. I see settings for Media Center in the registry but it
doesn't appear anywhere else that I can find. Is there a .exe that I
can start?

when I try to do that I get a message saying it was prevented by a
software restriction policy - and I am running as the administrator
