Can't find the "safety" button

I just installed I.E.8 and can't find the "safety button" so i can change
what to allow and not.

Also,how do i "quit" a web page without closing windows so i don't have to
open I.E. every time

No worries. Takes a bit to get used to a new way of doing things.

The Safety button is on the Command Bar, to the right of the tabs.

To quit a web page, close its tab.

If you don't see the tabs, make sure tabbed browsing is turned on.
