Can't fix IE without IE working!!!!!

How stupid are these people? IE just hangs and doesn't show anything
but the frame of its window when I try to start it. So I get another
web browser and try to go to MSFT to get the latest IE - hoping it
works. But MSFT doesn't allow you to fix IE unless IE is working
already!!!!!

I guess I'll have to spend an hour looking for some other links to get
IE. Everytime I try a link it gets me back to this page!

Ended up being a patch or something that was auto-installed by the
company/network but they did not reboot the system. Upon reboot it
worked great.
