can't get into Windows Update

The windows update page says it is looking for latest updates and then shows
me this
Administrators Only
To install items from Windows Update, you must be logged on as an
administrator or a member of the Administrators group. If your computer is
connected to a network, network policy settings may also prevent you from
completing this procedure.
I have always come in and updated before and i can't seem to fix this.
I run windows ME.
My mother has the same issue coming up on hers and she runs windows 98.
Please help.
