Can't get shortcut keys to work

Hi,
I have been trying to use the shortcut keys in my app's. I selected both IE & my newsreader Agent to do this. I tried
"E" for IE and "A" for Agent but neither work when I put them in the shortcut key box in the program properties .
Do I have to do something else to turn them on?
I am using a OEM System Builder version of Vista Ultimate.
