Can't get systems recovery options menu

I lost my main hard drive and had backed it up with a complete pc backup
before it quit.
The problem is when I restart my computer the vista 32 disk loads and goes
to the blue background screen with the cursor arrow and doesn't go any
futher. (I waited 1 hour and nothing) The mouse cursor moves but that's it.

I even reinstalled vista on to the drive, so the disk and dvd drive works.
what gives, did I miss something?
