Can't get xp service pack 2

Hey is there a wizard that can help me with a problem? I recently had to use
the ole restore disk on my laptop. So I have been trying to download the xp
updates. Well when I try to get service pack 2 I get an error message during
set-up I think. It says that c:\windows\system32\ftp.exe
is already in use and close all other programs. Well I did and it still give
me the error message. When I go to task manager it tells me that it has been
disabled by the administrator. The error code is 0x8007054f. I can't even
find that one on any of the support web sites. I am stumped and ready to
drink! A lot! Do you have any suggestions?

0x8007054F - Error_Internal_Error

Although for SP3 - Error messages when you try to install Windows XP Service
Pack 3: "Service Pack 3 installation did not complete" and "An internal
error occurred"

I got the same error and using safe mode doesnt help. I was able to restore
task manager via policies, however it went back away to being greyed out
after some time. Is there a virus that causes this behavior?
