Can't install, can't uninstall

I am trying to install a Itunes. I have a bad installation .....

When I try to install it I get "The System administrator has set policies to
prevent this installation"

Then I go to uninstall Quick time and I get " The system admin........."
same message.

So I can install it, I can't take it off! where do I clear this restriction?
I am the administrator!

Double check and make sure you are logged in under an administrator account.

I had to disable the User Account Control to be able to uninstall and
Install the software
