Can't install downloads and icons on desktop changed!

First, I'm new to Windows Vista, so please bear with me. All of a sudden I
can't run any downloads after I downloaded them. A box appears saying run,
save or cancel. When I click on run or save, a blank internet explorer
window pops up for 1 second, fades away followed by another window that says
"Do you want to run or save the file?". If I click on wither run or save it
then another window appears saying "The publisher could not be verified, are
you sure you want to run this software?" with run or don't run buttons. If I
click on run, the blank window appears again for 1 second flollowed by the
"Do you want to...." window again. Its just this cycle over and over. Also
I noticed my icons on my desktop have changed to little peices of paper with
the internet explorer "e" inside it. Please help!

'Check for signatures on downloaded programs' is a checkbox setting at:
IE, Tools menu, Options, Advanced tab, scroll to the Security area.
