Can't Install Microsoft .NET Framework 1.1 Service Pack 1

I Can't Install Microsoft .NET Framework 1.1 Service Pack 1. When I try, I
get an error message like this:

"SL54.tmp has encountered a problem and needs to close. We are sorry for
the inconvenience. If you were in the middle of something, the information
you were working on might be lost."
The SL54.tmp file number changes every time I try the install. The next one
may be SLB2.tmp, then SL74.tmp, etc.

I've also tried to download the .NET Framework directly and install it
manually, getting the same type of error message.

I am running XP Home SP2 and have all other Windows Updates... including the
..NET 2.0.

When I get to this point, "Right-click the cached Windows Installer file that
has the Microsoft .NET Framework 1.1 RTL x86 enu comment, and then click
Uninstall." I get a Windows Installer message box that tells me "The feature
you are trying to use is on a network resource that is unavailable. Click OK
to try again, or enter an alternate path to a folder containing the
installation package 'netfx.msi' in the box below." The "Use Source" box
defaults to: C:\DOCUME~1\[user]\LOCALS~1\Temp\

Any ideas?
