Can't Install MS .NET Framework 3.5 after SP3 Upgrade

Let me get started by giving my system settings:
- Dell Optiplex GX620 w/Windows XP Pro SP3
- Internet Explorer 7
- Microsoft .NET Framework 2.0 Service Pack 2

I just upgraded to Service Pack 3 and any time I try to install .NET 3.5, i
receive a setup.exe error which reads "Microsoft .NET Framework 3.5 has
encountered a problem during setup. Setup did not complete correctly." This
happens every time. I tried installing the package from Windows Update and
from a executable my work provided. Any ideas?

Where to find .NET Framework 2.0 SP1, 2.0 SP2, 3.0 SP1, 3.0 SP2, 3.5 and
3.5 SP1 setup log files

There are several causes for .NET Framework runtime and SP installation
failures. First, verify that .NET 2.0 SP2 is installed correctly.

What Mow said, and/or...

1. Before doing anything else, write down the .NET Framework versions which
are already installed:

How to determine which versions of the .NET Framework are installed and
whether service packs have been applied

2. Now see Resolution Method 2 in http://support.microsoft.com/kb/923100
(ignore the title). After running the appropriate/needed tool, (re)install
all .NET Framework versions manually using the download links on the page.
